Management Team & Advisors

Colin Liu Shaohua is APEC’s Chairman and founder. His international experience includes facilitating general trade between American and Indonesian manufacturing companies with China, 10-years as the Exclusive Agent for CNODC in Indonesia, and 11-years a consultant to Frontier Drilling in China to build and deploy the Bully Class drill-ships. Colin is the former CEO of OPUS Offshore LLC, a Singapore company engaged in the manufacture and deployment of the Tiger Class drill-ships, jack-up barges and providing the full range of offshore services to Chinese and International oil companies.  Colin has cultivated high-level relations with all of the major Chinese onshore and offshore oil & gas companies.
 
Eugene Liu Youhua is APEC’s Vice President and in charge of Administration. Eugene has over 25 years of experience in business management, trading, manufacturing, consulting, natural resource development and facilitating trade & investment between North America & China. He has comprehensive knowledge and practical experience in most aspects of doing business with China; and understands both Western and Chinese culture. Eugene is also well-connected at different levels of the Government in China and Canada. Eugene’s key strengths include market feasibility studies & business planning, cross-border business investment & finance and general management skill and staff training to ensure optimal results.
 
Mehmet Burak Ugur is APEC’s Vice President of Business Development and Marine Logistics. His international experience includes more than 20 years in shipping, mining and commodity markets.  Prior to joining APEC, Mehmet was involved in the successful development of several shipping and logistics firms in Singapore, including Western Bulk Singapore, AVRA, and Lorentzen & Stemoco, the later as Managing Director and Head of Asia, where he was voted one of the 10 most influential Shipbrokers during his tenure at L&S. Mehmet holds a Master’s Degree in International Shipping from Cardiff University, U.K..


Prof. Xiaozhou Wu – Chief Geologist – Prof Wu worked for China National Petroleum Corporation (CNPC) for more than 40 years as a senior Geologist, who successfully studied and explored more than 40 projects in China.  Prior to joining APEC, Prof Wu was the first Chief of Expert of the China Bohai Bay Development Committee.

Christopher Kirwan is APEC’s Vice President of European Business Development.  Based in London, Mr. Kirwan is also responsible for APEC’s involvement in renewable energy and smart city applications.  Prior to joining APEC, Christopher was employed by the Reignwood Group in Beijing, where he managed Reignwood’s “OTEC” project, a JV with Lockheed Martin of the USA.  Christopher has also been active throughout his career teaching graduate-level courses in Information Architecture and Artificial Intelligence, including 4 years as a visiting faculty member at Tsinghua University in Beijing, where he co-founded Design Beijing Lab, an urban media technology & R&D initiative with Professor Fu Zhiyong.  He received undergraduate degrees in Architecture and Fine Arts from Rhode Island School of Design and graduate studies at the MIT’s Center for Advanced Visual Studies.
